I dunno, it's hard to find solid information on the application. From what I've heard secondhand it seems to be populated by a smartphone app or a dedicated terminal; each unit has at last one and it automatically tracks their movements. If a unit is destroyed it's probably up to the central team to update their status or remove them from the list, and who knows if/when that gets done
