The reason they started the war was primarily the new massive attack on the Donbass ('we weren't planning on staging a new attack, it was just coincidence that 70-80% of the armed forces are now trapped in the Donbass') combined with Zelensky openly calling to re-arm with nuclear weapons. They felt they were forced into a corner and had to act. Taking the entire Ukrainian territory is not required to defeat those threats, especially when doing so would have such a negative impact on themselves. -
