most people, including Ritter in the first link are interpreting that to mean Russia could start shooting down israeli jets if they keep it up, but I think the language (at least in this translation) points to the fact that Assad has had the capability to do it for a while now, and that Russia has pressured him not to attack the jets or launch sites. If the attacks continue they will not be able to stop Assad from responding.
