As far as I understand it they're some CIA bullshit designed for influencing elections in other countries? This is entirely plausible - it definitely sounds like the CIA's usual shtick - but googling it doesn't really come up with much other than youtube videos and biased news articles pertaining to this election. Would be interested if any of you have any input about these things from a time before this stupid election.
