So, in modern times, the USA has military basses dug-in every state.
you wont have a civil war like we had in 1860s with somewhat equal ammunitions on both sidez.

a bunch of civilians with fully auto rifles arent going to be able to take on the military. and military guys are station far from their home states most times.
