No they aren't lmao. If that was the plan then nobody would be acting. We're trying to slow the spread of the virus until we can develop and administer a vaccine, which may be years from now. It will come in waves just like smallpox, yellow fever, cholera, scarlet fever, typhoid, spanish flu, polio, measles, etc.
The idea is to hunker down and let the waves pass. Not let everyone build up immunity. We are actively trying to stop exposure not encourage it. You don't build herd immunity by staying indoors -

Do they not read the news? It's plenty bad and already stretching hospital resources... And its only going to get worse. It'll probably come back again. This stuff usually happens in waves. -
