I just looked it up and you are objectively wrong.
You have to have someone commit the crime in front of you to do a citizen's arrest in Georgia.

If the offense is a felony and the offender is escaping or attempting to escape, a private person may arrest him upon reasonable and probable grounds of suspicion.
They didn't see him and they didn't know that he did anything. They suspected him of doing something when the truth is that he was innocent. Footage shows him doing nothing but walking around the construction site.
"being black" is not probable grounds for suspicion. And he also wasn't trying to flee the scene of any crime. -

Trying to make a functional and non retarded looking city is the real challenge of this game. I stopped doing crackhead roads and now I'm all about PUBLIC PARKS AND PEDESTRIAN FOOTPATHS. Because you gotta connect all the suburbs to the commercial areas so people are more inclined to walk places so they use the roads less
That's pretty cool actually. I wish I had the patience for stuff like that. In these kinds of strategy games I usually end up failing miserably into a hole because I fuck around and don't take it seriously.
I played Age of Empires against HTS once and by the time his civilization had undergone the singularity, my civilization was just barely learning to pull their pants down before taking a piss. -

That's the old version. I think online is defunct and it's missing some features like first person mode, the peyote that lets you turn into different animals, and then some DLC stuff with vehicles, missions, locations, better graphics, etc.
