You have what is ostensibly a "free speech" forum (overrated tbh but respectable). That's what the DNA of the community is and it has never ever worked.
Instead these little forum power structures have been an exceptional case study in why a hands off, decentralised approach was needed, where the admin instead plays policy czar from a detached position. Most of this you've created (likely for other, less retarded reasons than the one I'd give you) but I don't think you have given your role a systems approach yet.
