but unlike normal earthquakes that go sideways which buildings can tolerate, that 2.7mag quake went exclusively up/down which caused tower 7 to implode on nearly 3times its own weight. -

i've had to endure this problem for like 1-2 days before i realize that it was due my display card overheating becos its fan was no longer capable of spin up at boot and had to be given assisted spin-up (becos it was 12y.o).
a fan transplant solved this problem.
but in your case maybe your mobo had suffered some irreversible damage due to initial overheating.
try take everything apart, clean up and reboot.
