Both components are required if you can't either build a completely impervious wall or want to spread your enforcement team thin and keep them in a perpetually aggressive posture

    The reason we didn't make any progress on grand unification is because the LHC found absolutely no indication of supersymmetric particles. The new accelerators will try to do slightly higher energy physics but really we won't get to the next useful energy domain until we can build a solar system-sized particle accelerator and do Planck scale physics.
