Because they're the people who rely most on cheap consumer goods, and oh boy you bet your ass that shit is made in China.
Our massive trade deficit isn't just the US being more generous at the strip club, we actually receive goods in return, and these cheap goods are largely bought by lower class people.
Tariffs on China are a tax on the poor. China isn't bothered in the slightest.and they can't fix all of it, but they sure can put a good dent in it. It's just that they don't want to… yet.
They can't, and they literally have no incentive to. It's like hammering yourself in the foot in a fight to act like you're tuff. Trump is doing the literal logical equivalent of that, to pander to the retards in his base who literally don't understand economics at all. -

That is literally the most idiotic reason to impose tariffs. China is certainly being sly about leveraging it, but it is also practically impossible to bring their legal system in line to make IP enforcement consistent and reliable. You can't just do it ad hoc each time someone has an issue. -
