the short of it is the Belgian police stumbled onto a network of paedophiles in high positions because some random child rapist (Dutroux, he really wasn't an important part of the network but he was the first thread they found) got caught, and it turns out he acted as a procurer and go-between for much-better connected people. there was some level of conflict within the police force between detectives who wanted to punish those responsible and others who'd rather the story went away, to the point where the victims were attacked, silenced and discredited with at least one eventually killed
