    President Joe Biden briefly transferred presidential authority to Vice President Kamala Harris on Friday.

    That included the ability to use nuclear weapons, making Harris the first woman in US history to hold that authority.

    Presidential power was returned to Biden following the completion of a medical procedure.

    President Joe Biden temporarily transferred his presidential authority to Vice President Kamala Harris on Friday as he underwent a routine colonoscopy, which briefly made her the first woman in US history to have power as commander-in-chief and the first woman to have control of the US nuclear arsenal and nuclear strike authority.

    "As was the case when President George W. Bush had the same procedure in 2002 and 2007, and following the process set out in the Constitution, President Biden will transfer power to the Vice President for the brief period of time when he is under anesthesia," White House press secretary Jen Psaki said in a statement.

    "The Vice President will work from her office in the West Wing during this time," Psaki added.

    Every US president since Harry Truman, the only leader of a nuclear-armed state to authorize the use of nuclear force against an enemy, has had absolute authority over the use of nuclear weapons. And every president since Dwight Eisenhower has been followed around by a briefcase commonly known as the "nuclear football."

    The "nuclear football" exists for two key reasons, Stephen Schwartz, an expert on the football and a nonresident senior fellow at the Bulletin of the Atomic Scientists, previously told Insider.

    One, the briefcase "is the physical representation of the presidential authority" to order the use of nuclear weaponry, which only the president has, Schwartz said.

    Two, as a product of Cold War tensions with the Soviets, the football exists because "we've been afraid that a surprise nuclear attack could catch us off guard and preclude any sort of retaliation."

    The emergency satchel contains communication tools, codes, and options for nuclear war. The president also carries, typically on his person, a card with authentication codes known as the "biscuit." These codes are used together with the football to launch a nuclear strike.

    The president can also order a strike from fixed command centers if needed.

    The vice president is followed by a back-up football, as was highlighted when rioters came very close to former Vice President Mike Pence's football during the riots at the Capitol. The vice president also carries a biscuit with inactive codes. These tools are for rare situations in which the president is incapacitated or killed.

    When presidential power was transferred to Harris on Friday, her codes were temporarily activated, giving her presidential authority to use the football or other means to launch nuclear weapons should such action be deemed necessary, Schwartz explained on Twitter.

    The US has never had a woman president, and Harris is the first woman in US history to serve as vice president. As such she was the first woman in US history to have this authority. She was not, however, be the first woman in the world to have this authority.

    Biden has since resumed his duties as president.

    They are the new 99 percenters: The vast majority of Americans who are getting serious cases of COVID-19 or dying are unvaccinated.

    While COVID-19 cases continue to spike across the US, the overwhelming majority of deaths and hospitalizations from the virus continue to overwhelmingly be among unvaccinated Americans, according to data from the Centers for Disease Control and Prevention.

    Between Jan. 1 and Aug. 30, about 99 percent of hospital admissions were among those who hadn’t been fully inoculated, which is defined by the CDC as two weeks after the second dose of a Pfizer or Moderna vaccine or two weeks after Johnson & Johnson’s single-dose jab.

    As of Aug. 30, a little over 1.6 million Americans were hospitalized with COVID-19 — but only about 0.65 percent of them, or 10,471 patients, were fully vaccinated, the CDC data show.

    The numbers highlight the vaccine’s effectiveness in warding off serious cases of the virus, even as the highly contagious Delta variant continues to spread across the country, and the same pattern presents itself when analyzing COVID-19 deaths.

    In the same time period, about 99 percent of the people who lost their lives to COVID-19 were not fully inoculated against the virus, numbers published by the CDC show.

    Only 2,437 Americans, or 0.92 percent of deaths, were a result of breakthrough infections in fully vaccinated patients.

    Health experts say breakthrough infections are expected and are becoming increasingly common with the appearance of new variants but that only a minuscule amount are resulting in serious cases, which indicates the vaccine is doing its intended job.

    As of Aug. 30, more than 173 million people have been fully vaccinated and just 0.01 percent of them, or 12,908 people, ended up in a hospital or have died from a breakthrough infection, according to CDC numbers.

    Of those who were hospitalized, 70 percent were age 65 or older and 87 percent of deaths were in that age group.

    The agency’s data isn’t a complete picture but is based on reports it’s received from 49 US states and territories. Nebraska stopped publicly reporting state numbers in July.

    It is difficult to ascertain how many new cases reported in the US are breakthrough infections because the CDC only tracks such cases that lead to hospitalization and deaths, but the agency said the data it has draws a clear conclusion: The risks of infection, death and hospitalization “are all much lower in vaccinated compared to unvaccinated people.”

    At least 35 states do track breakthrough cases at the local level, but only a portion of them report the data in “a useful format,” making it hard to track, according to a Johns Hopkins blog post published Tuesday.

    “When discussing breakthrough cases it is essential to remember that breakthrough cases are expected and normal, but it is still important to record and share data on them,” the blog post states.

    “The CDC only reports breakthrough cases that rise to the level of hospitalization, putting the burden of complete data reporting on state health departments,” the posting said. “This creates a gap in knowledge regarding infection and transmission patterns in communities with mixed vaccination status.”

    While New York is one of the states that does not track breakthrough infections, newly minted Gov. Kathy Hochul provided a glimpse during a press briefing on Wednesday.

    Between January and Sept. 5, the state health department has recorded 58,030 breakthrough infections, representing just 0.5 percent of fully vaccinated New Yorkers age 12 and older.

    Of those cases, 4,585, or 0.04 percent, have led to a hospital stay.

    Considering that many breakthrough infections are believed to be asymptomatic, the number is likely an undercount, but Hochul noted, “It is still a rarity.”

    “We need everyone to get vaccinated. Our vaccination rates are better than they are in most states, but if you are unvaccinated, you are still vulnerable,” Hochul said. In New York state, 61 percent of people 12 and older are fully vaccinated.

    “The vaccine works and it’s essential that you complete the vaccine series, and get the booster shot when the time comes.”

    FDA authorizes Pfizer, Moderna boosters for all adults


    The Food and Drug Administration on Friday authorized booster doses of the Pfizer-BioNTech and Moderna COVID-19 vaccines for everyone 18 and older who is already considered fully vaccinated, teeing up many Americans to gain extra protection ahead of a possible winter surge in cases.

    "The FDA has determined that the currently available data support expanding the eligibility of a single booster dose of the Moderna and Pfizer-BioNTech COVID-19 vaccines to individuals 18 years of age and older," Dr. Peter Marks, director of the FDA’s Center for Biologics Evaluation and Research, said in a statement Friday morning.

    "Streamlining the eligibility criteria and making booster doses available to all individuals 18 years of age and older will also help to eliminate confusion about who may receive a booster dose and ensure booster doses are available to all who may need one," Marks said.

    The process now moves to the Centers for Disease Control and Prevention's advisory committee, which will review and debate the data Friday afternoon before taking a vote.

    Then the CDC's director, Dr. Rochelle Walensky, will need to give a final signoff.

    The authorization came as many states face upticks in COVID-19 infections. Fourteen states plus New York City have officially told all of their residents to get booster shots ahead of word from the FDA. While the most effective way to stop rising cases is to vaccinate the unvaccinated, public health officials are also eager to drive down breakthrough cases as hospitals near capacity.

    Currently, only those 65 and older and people at high-risk of contracting the virus, either because of their job, where they live, or underlying conditions, are eligible for Pfizer-BioNTech and Moderna boosters six months after their second shot. Everyone 18 and older who received Johnson & Johnson's one-dose COVID-19 vaccine is eligible for a booster two months after getting their initial shot.

    While that recommendation broadly covers the majority of vaccinated Americans, the booster authorizations would bring coverage to more young people -- a group intentionally left out of the recommendations two months ago because experts wanted more data.

    They raised questions about whether young people needed boosters given the strong protection the vaccines still provide against hospitalization and death for that age group. They also questioned whether there was enough data on the safety of a third shot for this group, since much of the data was on elderly populations who had begun to lose protection.

    On Friday, the FDA said it had conducted a risk-benefit analysis with "additional real-world data." Specifically, the FDA said the benefits of a booster dose outweighs the risk of myocarditis and pericarditis, heart inflammation conditions that have been linked to the mRNA vaccines in rare occurrences, mostly in teenage and young adult men.

    "Throughout the course of the COVID-19 pandemic, the FDA has worked to make timely public health decisions as the pandemic evolves," acting FDA Commissioner Janet Woodcock said in a statement Friday.

    "COVID-19 vaccines have proven to be the best and highly effective defense against COVID-19. Authorizing the use of a single booster dose of either the Moderna or Pfizer-BioNTech COVID-19 vaccine for individuals 18 years of age and older helps to provide continued protection against COVID-19, including the serious consequences that can occur, such as hospitalization and death,” she said.

    For its most recent request, Pfizer submitted more data. The clinical trials, which studied 10,000 adults of all ages, showed that people who received a third dose of the Pfizer-BioNTech vaccine had 95% efficacy against COVID-19 compared with those who received two shots, according to a press release from Pfizer on Nov. 9. Compared with unvaccinated people, Pfizer projected that efficacy was 98%.

    While the CDC still needs to weigh in, delivering boosters for all adults would finally help President Joe Biden make good on a pledge from August, when he announced a plan to offer all Americans boosters eight months after their second shot.

The House voted to censure Gosar and strip him of his committee assignments on Wednesday for tweeting out the violent edited animated video.

    "This is just a first step," she said. "It is about time."

    She dismissed her brother's claim that he didn't intend to threaten his fellow lawmakers, cause offense, or upset anyone when he tweeted out the violent video.

    "That's absolute garbage," she said, adding that her brother continued to promote the video this week. "In fact, he retweeted it today. Today."

    Last week, Jennifer called the congressman a "sociopath" and urged Congress to "hold him accountable."

    "This is something that I have to openly wonder: Does he have to act on it himself before we believe that he is an absolute — he is a sociopath," she told CNN.

    Several of Gosar's siblings have repeatedly and publicly called on him to resign. In an August op-ed, they said their brother had displayed "unhinged behavior" and didn't possess "the intellect, character or maturity" to serve in Congress.

    Gosar's brother, Tim Gosar, praised Ocasio-Cortez's Wednesday speech on the floor condemning Gosar and the video and urging Congress to hold him accountable.

    "Saying what matters and what is important and what is true and accurate, so I commend her and hope people are listening," he told MSNBC.

    President Biden will transfer power to Vice President Kamala Harris Friday morning for the "brief period of time" when he is under anesthesia for a "routine" colonoscopy at Walter Reed Medical Center, the White House said Friday.

    The president traveled to Bethesda, Maryland, for a physical exam, one day before his 79th birthday. Biden arrived at 8:51 a.m. ET and waved to reporters who were traveling with him.

    White House press secretary Jen Psaki said Biden will also undergo a colonoscopy while there.

    "As was the case when President George W. Bush had the same procedure in 2002 and 2007, and following the process set out in the Constitution, President Biden will transfer power to the Vice President for the brief period of time when he is under anesthesia," Psaki said. "The Vice President will work from her office in the West Wing during this time."

    Psaki added that the White House will publicly release a written summary of Biden's physical later Friday afternoon.

    Harris was spotted arriving to the White House early Friday morning.

    A Fox News Poll released Thursday showed that 53% of registered voters believe Biden's age is interfering with his job.

    When Psaki was asked in October about when Biden would get a physical exam, she promised, "When he gets a physical, we will make all of that information available."

    In May, Psaki was asked about Biden's health.

    "I can tell you, having traveled with him a fair amount, sometimes he’s hard to keep up with," Psaki, 42, insisted.

    Biden is the oldest man to serve as president.
