He knew what was going on and he wouldn't have been in that game for so long if he hadn't planned ahead.
There are plenty of ways to hide and release information, and even if he hadn't planned far enough ahead, how could 'the powers that be' be certain of that? That killing them wouldn't expose the multitude of people he was involved with?
Too many unknowns. It would be more risky in the short-term but LESS risky in the long-term to smuggle him out of the country.
