The goal with the artillery rocket barrages has been two-fold - first to make the targeted region unsafe, forcing shutdowns and evacuations, and second to force the IDF to bring their anti-missile systems north to engage the threat and to wear down supplies. Inaccurate KATYUSHAs actually making it through the IRON DOME's umbrella were unlikely to do any real damage given the sparse countryside (ATGMs are a different story entirely).
The initial region targeted was the very north of israel, being closest to Lebanon they were able to strike at it with the cheapest rockets and the sparsely populated towns and farms were easier to evacuate than an urban centre. The societal and economic pressure of having over 100,000 people displaced and not working is likely more effective than any target they could've destroyed.
As they move on to more expensive rockets (specifically the FADI-1 and FADI-2, which are also simple artillery rockets with an extended range) they operate with the same goals, and due to destruction of several IRON DOME batteries and depletion of its munitions are more successful. Rocket fire on Haifa and its surroundings makes it unsafe to operate as normal; people spend hours a day in missile shelters and schools and amenities are shut down unless they're within 2 minutes walk from a shelter. RAFAEL and other weapons manufacturers fall inside this zone and several have had their facilities damaged, though it's not clear to what extent given IDF gag orders.
The goal is to create a gradually-expanding zone in israel where 'normal life' is not possible, ostensibly to paralyze israel's ability to fight a (multi-front) war. It seems that Hezbullah is confident enough in fighting on the ground in South Lebanon that they haven't needed to escalate further, aside from stepping up the rocket artillery on the Haifa area and several targeted drone/missile strikes on IDF facilities.
