It's not called legislature. Legislature is a body that passes legislation. It is called a statute. They did see him that is a matter of record on the police call logs. There is also video of the father calling the police while the suspect runs from the home. You just haven't done your research. -

They saw him commit burglary when he entered the home under remolding without authority with the intent to steal. Reasonable suspicion of intent to steal is established by his abrupt exit from the house at a full run when he realized he was spotted. No guns were pointed at him. He ran around the truck and in front of the guy holding (not pointing) the gun. Also the DA does not press charges against corpses. -
