In a lot of those lower class schools you can just slide by pretty easily since a good fifth or more of your class isn't graduating anyway. They care more about having people graduate and looking good to the district than they do about the individual's education. I was raised poor and by a single mother, but she worked three jobs (count them, three) to be able to pay for me to go to private school. Now I pay her rent and give her a stipend so that she got the chance to retire at 60.
