It looks like it's open to the public and you just gotta know the officers email. They have public email addresses any reasonable person could assume it's a public database.
The pastebin i posted has LEO email addresses, LAPD mostly. -

Lanny isn't hosting anything i link to through Pastebin. And the rules i referred to knowing were those that state no content that gets Lanny arrested. No such rule has been broken.
