You have to keep your generator from blowing up while managing coal and using it for heat to keep people alive. If you don't have enough heat they lose limbs which makes them mine coal slower. But you can do stuff like enact child labor laws and cut the soup with sawdust to give yourself a chance at survival.
It's a unique concept for a resource management game where instead of being able to progress and get stuff done, with this game all you do is make choices to manage what little scarce resources you have and if it's worth a few people losing limbs or dying just to keep the heat on for everyone
