I haven't bothered to read much about this in particular but I suspect the question is about the raw input data rather than just the model weights, and historically 'anonymised' data has been relatively easy to deanonymise if you have other external datapoints to link it to.
like how the Heritage Foundation was able to datamine Crooks - they apparently went to a mobile ad databroker and had them run a search for AD IDs that spent a lot of time at Crooks' home and work/school addresses, so even though there was no personal information in the advertising data they were fairly reliably able to link the 'anonymised' dataset to him. -

the US has started airstrikes and the Kurdish SDF is pulling resources from other territories because they're getting dangerously close to the US Conoco base. Syrian militias are digging in, supposedly because they were the first wave to determine the chances success before the SAA proper moves in for the second. -

something like this if you're ok with an AMD chipset (I'd probably go with AMD if I built one considering all the problems Intel's been having, and the security concerns with IME/AMT) would probably do you fine; a 4060 is a nice midrange GPU (more than serviceable for 1080) and you can upgrade the RAM/storage/etc later if you want
IBP is popular, you can probably get something similar for cheaper if you go to microcenter or a local shop -

it's mostly a preference thing; higher resolution screens are more common and look better, but they take much more powerful graphics cards to drive so the system becomes significantly more expensive.
personally I don't usually see much difference because of the price difference and games typically move fast enough that you don't notice it, but some people just want the latest and best. -
