Judge Judy says its a city that is used as a dumping ground for Sex Offenders. and you have these stories of the Chinese who once lived in rivertown who were told to sell off and they didn't and hundreds of the chinese men were hung in the late 1800s. but then they found the Chinese created these underground tunnels like they did in San Francisco. and there were deals made for sex trades from Hong Kong and prostitution.
