Kansas is a permitless carry state, so even without a license, you can carry a concealed firearm if you are 21 or older and legally allowed to possess firearms.
...and then the next sentence
Resident license needed:
Once you become a Kansas resident, you will need to obtain a Kansas concealed carry license to legally carry a concealed firearm. -

unless they changed the law recently and you're reading conflicting rules between two repealed versions or you don't need to have the registration on you but initially register it?
