raw IQ correlates closely to reaction time, so we're able to roughly estimate average IQs in societies that recorded reaction times in a significant portion of the population.
reaction times were faster in Victorian England, but in modern times the correlation breaks down - reaction times are lower but measured IQs are higher, implying that natural intelligence has declined but education and training have at least to some degree made up the difference -
