Does it actually say he was drawing a salary from the space-bureaucrats? He could have just applied for one of the bullshit public challenges they run, like this:

They basically have a bunch of blacks come in and draw space-cars with crayons.
It's common for those who do unpaid work to put it on a resume. Like it's a big deal to me if someone has something like that, as it tells you a lot about their personality, it's just a pity most people are so low energy they don't do much in the way of anything unless it comes with immediate transactional reward. -

Pretty much everybody contributes to the US economy in one way or another, even if it's just by visiting twitter or google. NASA is funded by taxes on the US economy (or debt that is in theory backed by those tax receipts). Therefore we all work for NASA. -
