    It's called a reserve for a reason...it's extractable...if it wasn't it wouldn't be called a reserve


    ETA: Hence why we were told in the 80s we'd be out of oil by 2000/2010. They didn't have the drilling technology they do now (as well as the tools to identify/find new oil reserves).

    Non sequitur, your question was "who has the authority"...the Saudi government have the ultimate authority to pump or not pump oil on their lands...or who they allow to make lower level decisions to do so...that's the answer.

    If the Saudis wanted to pump more oil they have VAST reserves to do so...suggesting they are "almost out" is recockulous

    my question pertains to your answer about federal reserve and who had the authority to withdraw physical gold from its reserve.

    also saudi government doesnt have the authority to withdraw their oil reserves as they please, much less the ability to do so. in O&G terms oil reserves are just an estimate of quantity of potentially recoverable oil.

    it is not a guaranteed amount.

    The answer is the same as already given re the federal reserve of gold...You can easily google who has authority in the United states, the Department of the Treasury, Congress, the senate, the President would be obvious candidates...once approved it would simply be a case of driving up with a van, loading it up and driving off...EASY...getting an approval though might be VERY difficult.

    ...however those reserves with that approval would be then capable of being moved.

    ..just as the saudi oil reserves are capable of being pumped if the saudi gov say "pump dat shit nigga"
