It's not semantics, it is a tax structure, it's no more a subsidy than receiving a rebate: you ultimately pay the full rates that apply to you.
Corporations being taxed at a low rate is shitty, obviously, but it's not a subsidy where the government is literally paying them to keep operating. My local hospital doesn't just receive a tax break from adding money to the government coffers, they are given millions from the coffers to keep offering their services to the public.
The government explicitly has compliance requirements for what you can't do and what you have to do, such as drug testing if you receive any federal money. If a hospital wants to exercise their freedom and not comply to governmental guidelines, they can, they just stop getting millions of dollars.

2. We raise the debt ceiling all the time, specifically because it is balanced against our ability to service it as we grow.
