    I think those substances should be criminalized too.
    Also, caffeine should be more regulated and they definitely shouldn't include it in drinks marketed towards children.

    By making it illegal for the distribution and sale of these substances.
    Individuals caught with them would receive a warning and have their goods taken away, after a number of warnings they would be fined and then eventually serve jail time.
