the ploy of redirecting the blame is nothing more than a part of their ingrained behavioral pattern of deceit and sneakiness. theyre like rats and roaches...they want to be in the dark but if you turn on the lights they get all spastic.
regardless of the secondary effect of psychological warfare and giving the typical terr'rst playbook of showing an impression of a weak, ineffective government...the main objective was to strike at key personnel in the hopes that a limited experience pool to replace those killed will serve to halt progress of projects or break down the leadership talent. -

lol, this is a perfect description of how they're behaving now that Russia's released radar data showing how they got that IL-20 shot down; they still refuse to admit they did anything wrong. -
