    In truth, physiology has little to do with it. Japanese has nothing exactly corresponding to the English l and r. Japanese speakers of English use a native sound between the two

    If the tongue is really short, you can't pronounce r and l properly. But this condition is relatively uncommon, and you get 10 times as many parents who want the operation as children who really need it

    Not that I really consider the unsupported assertions of an article in Independent to be worth anything, but this is the evidence you offered.

    Those sounds are difficult for people who didn't learn them as part of their native language to pronounce. I can't roll my Rs. Some people are successful in learning those sounds, just as many Japanese and Chinese people are successful in learning the English R and L sounds. Again, I point to the sounds in Japanese which require the same tongue position which almost all native speakers are able to produce.

    So 10% of parents going to a surgeon for this operation have kids that actually need this operation. That's a very different population than 10% of the parents of the general population. And even if it were (again, think about this, obviously it's not), it would mean 90% of the population in question is fully physiologically capable of producing the English R and L sounds yet nearly every person who's a native speaker of Japanese, Korean, or Chinese has difficulty with these sounds when learning English so your claim that:

    Asians can't pronounce "l" as they have a short frenulum underneath the tongue.

    Is false, that's not even an explanation for why 10% of Asians who have difficulty with with the sounds in question do so.
