it's mostly just a matter of aligning a grid of speakers - the idea is that if you stagger them, the sound waves deflect each other and end up going straight forward instead of radiating out like they normally would. it'd take some difficult math and the ability to accurately measure their positions in order to build it though.
Some guy experimented with it on one of those episodes with Jesse Ventura (conspiracy theories) it seemed to work regardless of what you think of that show.. that show wasn't as hypy as an Alex jones thing (which he's faking shit these days I feel)
dude had 1 black panel that looked like a small solar panel with a handle on the back.. he pointed at Jesse and Jesse was blown away that he could hear it.. but the position of the panel couldn't be picked up by the camera.. I think they pointed at the camera and it picked it up.. I don't think he faked it.
imagine how much fun with that .. I wouldn't want to start a stampeed and injury someone. I wouldn't use it on a homeless person or someone who's having problems. But I would use it on someone who looks like he's about to swing a bat at another.. Maybe some crazy sounding truck piling into him. (or her.. lets be PC about this)
