No Soleimani was essentially the head of the IRGC, military arm of a Shiite Muslim theocracy.
The Iraqi militias of the time were mostly violent Sunnis who clashed violently with Iran and caused serious problems for Shiite regions in Iraq. They were not friends of the IRGC or Hezbullah

IEDs were used significantly in the Vietnam war, probably way further back

landmines were called ied's too but that would be incorrect.
a landmine, you can step on. it's stepping off that is the killer.
the ied just needs a literal foot pound and it detonates.
