There are a bunch of distros (including Ubuntu I think) that run on ARM chips, but a lot of the drivers and low level code blobs for stuff like the GSM/3-4-5G radios and similar are proprietary and closed-source.
While some of us would like it, keeping a Linux system updated and secure would be above much of the 'smartphone' market. That and effectively using a lunix system on a 5-7" screen with no keyboard would be nightmarish regardless of how comfortable you are with it -
