Omar Khadr was 15 and defined by the UN as a child soldier, was taken to Gitmo and tortured for years without trial, lost an eye and was completely stripped of any human rights. Op you should have no problem getting shekels in an out of court settlement just with the police report and medical report. The statute of limitations for injury cases like this is typically 6 years over here.
The police will not want to admit any wrongdoing however.
The civilian body/complaints procedure can only give you a moral victory, no money (that is by design) and that is no use to you. You shouldn't even engage with them.

That's bullshit. Non whites that were born in the UK are full fledged British citizens which is why I don't consider Europe a white continent anymore, they were outbred by non whites. The only place in the world where whites aren't a minority is North America.
