McCain was a POS and I'm not defending him. But this part is not true.
McCain did not wet start his aircraft. What happened was an F-4 Phantom about 100 feet away at the opposite end of the flight deck fired a rocket because of an accidental electrical surge. The rocket hit either McCains plane or the one next to it and ruptured the external fuel tank without the warhead detonating. The fuel dud ignite and either this explosion or the impact of the rocket knocked a couple of bombs of off the aircraft onto the flight deck.
The death toll was caused when fire crews responded and while attempting to extinguish the blaze were killed when one of the bombs exploded in the fire. McCain had zere responsibility for a single death that day.
