PS: The "greater evil" of "murder" is something humans are really keen on justifying. As I alluded to earlier... killing in war, in self-defense... it's not hard for people to justify purges in the same way they justify going to war. A purge is just a really lopsided civil war, declared by the government instead of revolutionaries. And there are plenty of people who argue already that rape is an equal or greater crime to murder.
