Both. Basically, they have an agent get in contact with someone they think is a potential terrorist on social media, then pretend to support them, egg them on, provide instructions, then help them plan an attack, and arrest them just before they do it
Sometimes these people snap and do their thing before the agent can figure out the plan, and that's how we end up with terrorist attacks. -

terrorism is about destabilizing the people in power, making it look to the ordinary people like they are not in control and unable to protect the citizens. which is the very premise they use to garner power from the people in the first place.
