You aren’t making the proper distinction between currently existing beings/lives and potentially existing ones. There are special circumstances due to the nature of birth.
The utility in your scenario goes to benefit those that currently exist. You haven’t shown a value to creating utility monsters at the guaranteed chance of suffering and death, whether there’s a necessity to doing so.

No, the benefit is to the being which will potentially have a life worth living. "Life worth living" by the classical utilitarian rubric here being one in which the inevitable level of suffering and pain of death is less than the fulfillment of that life. Parents or communities may also benefit but that's secondary. A life worth living is, definitionally, represents more utility than non-existence. -
