Mil-radian is a military unit of measurement for firing solutions. As stated it measures a circle in almost 6400 units as opposed to say a civilian survey crew who use 360 degrees to measure the same circle. The reason the smaller more precise mil is used for firing solutions is because degrees are not accurate enough for the precise results required when calculating a firing solution.
