Taxation. The answer is taxation.
How do they decide on what taxes should be, and how they should be enforced?
They decide... -

I'm asking you the questions because you are literally asking me to explain a basic fact of political theory, and I'm trying to explain it to you by walking you through the steps. It is a very simple concept.
In any form of democratic society, all executive power is granted by the mandate of the masses. If as a result, your executive authorities (which you have collectively decided to grant your mandate to) decide to do something, it is therefore sanctioned by the nation, and their willingness to uphold the process. If you dont like that then you can fuck off to another country, or go live in Cambodia or something. -

common fallacy.
In any democratic process, abstention from a vote counts as ambivalence to the outcome of the vote, but an affirmation to whatever that result will be. So yes, it is the masses. -

Any democratic process. If you are sitting at the table (in this case, you are almost certainly sitting at the table just by living in the country; for example, you're paying taxes, probably at minimum sales taxes and so on, and abiding by the laws established by the voters' mandate), and decide to leave, or not to cast your ballot, then you're simply agreeing to comply with what the ones who do cast the vote. -
