I'm gonna have to side with the agents here. Having a guy tumble off the roof backwards and bust his skull would have been a disaster. Maybe they wouldn't fall, but I doubt it would have made a difference if anyone was up there. The assassin was shot in 0.2 seconds regardless

Most likely there was a flood and the cow got caught in it and its common for Bovine or other farm animals, dogs or cats etc to jump up on the roofs during floods and now he or she is stuck up there.
