   Also EVERY place that experiences a major earthquake responds poorly, look at the third world it's just a lot easier to build a strip of huts than it is a high rise so it takes longer to return to normal.

   Desalination is expensive too, just in terms of power usage, it costs about $1 per m³ of water, and you need a lot of m³ of water to grow crops (most water is used in agriculture and for watering plants).
