lead time for these machines requires at least 5-8 years if the US is serious about it. forging requires a special set of skills that no current machine are capable of replicating.

Not always...and not any time soon. Making a soda can with any degree of tolerance being acceptable compared to making an artillery round that has tolerances measure in .0001 inches is a big deal.
Someone getting 8 ounces or 16 ounces of soda in their can is a whole different ballgame than someone trying to spritz a 157mm cannon round through a 155mm hole.
