We might do that on new homes, dunno. I've seen the plastic sheeting retrofitted in crawlspaces ( thanks for getting me hard, Bro!! ) of older homes.
The ones like fona has are usually connected to the lid of the sump-basin , so I think the idea is it holds negative pressure in the drain-tile and would pull anything outside before it gets in the home through the foundation. If the lid to the basin is well sealed it probably wouldn't take much air from inside the building. The ones I've seen have a differential pressure gauge so you could actually see if it's pulling a vacuum or just free-flowing which would indicate a problem ( I bet no one checks it , unless they get on a service plan with the radon guy who might come by and check it) -

IVE drained a 20lb propane tank in 20 minutes using a metal furnace.
MY propane generator runs off a 100-lb tank at a slow enough rate that it doesnt ice up...but it does get cold as fuck
IVE SEEN a 25kw household generator feeding an entire house, fed with an 1 1/4 line, ice up a 500lb propane tank
