I mean, that's how the US was founded isn't it?
in this example, if we assume enough US citizens moved to Quebec and tried to secede and effectively went to war with Canada, you wouldn't expect the mainland US to stay out of it. that's actually pretty close to what's going on with Armenia and Azerbaijan. there's an argument to be made for whether the people or the land are entitled to sovereignty.
it's not a good comparison though. the ethnic Russians living in what is now Ukraine have lived there longer than Ukraine was a modern state (ie before 1991, through the Soviet Union), and they had no issue with living under the Ukrainian system until the government was deposed in a coup and their culture was effectively outlawed. -

maybe it was another place they were housing mercs or weapons, like that Kramatorsk cafe they claimed was civilian then went quiet about when the aftermath showed a bunch of guys with US military insignia, or those malls where they were storing armor in the parking lots
