I'm on my phone at the moment but it should've been very difficult for Neptunes to hit given the specific systems involved, and the Moskva had enough strategic (not just symbolic) value for the US or UK or someone to send a team -

Yeah no shit, whoever has their entire country nuked to oblivion, whatever military forces remain would probably give up or be so ineffectual as to pose no threat to anyone. But we'll have time to launch a counterstrike before we're completely annihilated, which would leave them in a similar state. Even with hypersonic missiles, we'll have time to react, just not as much time.
