    That's one example and yeah that one isn't what we're talking about, are you not familiar with stuxnet and the NSA leaks or something like this has been around since 2008. I guess hey if it doesn't apply to your day to day who cares

    Also they wouldn't need to fly a plane, I bet they have multiple easier ways to do many interactions with all kinds of electronic frequeneces from software to hardware to signals

    the only person talking about SIM cards is you, but like I said, the baseband chip manages low-level connectivity so if it can be activated or interacted with using radio signals (as has been reported on) it can likely trigger network registration using, you guessed it, ICCID data stored on the SIM

    the only real questions are how viable the technique is, whether it's possible to target individual devices vs. all devices in a targeted area
    and whether it can be effectively used to do more than geolocate those devices

    They have multiple tools it seems that can cover every scenario of interception, locally, globally, finding someone in a country okay where in a country now they have ways to slowly crawl through all of that and easily get their desired target

    Snowden explains it pretty well, if they know you exist they can find you and you need to be off the grid not using anything to avoid it.

    OP specifically asked about being able to access devices that are switched off or in aeroplane mode

    not even going to bother with aeroplane mode because there's so much stuff that stays on and/or is at the mercy of apps that it might as well not be an option
