    2- from within isnt redundant because it cal also be destroyed by its government from without, with cooperation from foreign government and NGOs.

    Well no, I'm actually living here, and using the infrastructure daily, the supply change of goods and services is pretty good, the population continues to grow and governance (in most places) is still effective.
