Sakaashvili allowed low-level ethnic violence and pogroms for decades, presumably for political gain. eventually Russia sent in a small force of 'peacekeepers' to try to stabilise the situation and because Sakaashvili had been courting the west, he expected that 'Russia won't do shit' and even if they did, 'NATO will back me up'. he shelled the 'peacekeepers' and found himself wrong on both counts.
and yeah, in the most recent instance Georgia attempted to bring in foreign agent registration like the Russian NGO law or US FARA system but western NGOs chimped out and organised 'protests' (riots) against it claiming it was tyrannical government overreach
