Perhaps but you can easily imagine giving each person a cell phone and coordinating them via the screen and suddenly you can imagine it as a sort of "gray goo" swarm that can do many things that would be statistically impossible for just a regular thermodynamic medium that obeys fluid or gas laws.
E.g. you can imagine all of humanity going to some low altitude region and then all journeying up to a higher altitude region in a way that would basically be considered physically impossible if we were just considering a liquid for example.
All living humans currently would fit in an area package around the size of the city of Los Angeles so relative to the Earth's surface it wouldn't even be some hyper extreme scale-edge phenomenon.
If an alien were looking at these goings on, they would think it was very strange.
But we seem perfectly fine with just accepting the emergent behaviours of conscious organisms as mundane, like "of course". -
