there was rougly one million pounds (450 tonnes) of Vinyl Chloride on the train, which they drained into a ditch and burned off with (magnesium?) flares.
this is because when exposed to ambient temperatures, vinyl chloride rapidly degrades into hydrochloric acid vapor and phosgene gas, neither of which is ideal but phosgene is orders of magnitude more toxic. burning the VC at over 450 degrees celsius reduces the amount of phosgene created in the reaction; industrial disposal of the stuff is meant to be done at around 2000 degrees in a sealed oven, not with road flares in an open ditch.
so nobody is sure how much phosgene was released and over how wide an area. only very basic environmental testing has been done, and only inside 1 mile of the derailment. massive fish kills guarantee surface-water contamination, locals are concerned about wellwater. aside from the chickens, there have been reports of larger animals being found dead (dogs, foxes) several days later but as far as I've seen they haven't had a cause of death attributed.
